331 Disclosure of Interest
Messrs Abbott, Bisson and Wilding disclosed a prejudicial interest in Item on the Agenda 349 and Mrs Wyeth declared a non prejudical interest on the same item.
332 Apology for Absence
An apology
for absence was received from Mr M Rollé.
333 Minutes
RESOLVED: That the minutes of the meeting of the Council held on 12 October 2004 , and the minutes of the additional meeting held on 26 October 2004 , having been circulated, be signed by the Chairman as correct records.
334 Matters Arising from the Minutes
(a)
White Lining – Church Lane
A letter had been sent to Hampshire County Council asking for urgent remedial action. It was noted that double yellow lines had been repainted in this area but the white lining at the junction with the vehicular access leading to the car park had still not been actioned.
(b) Rural Access Grant
In response to a question from Mr Bisson, Mrs Wyeth stated that plans were in hand to use this grant for the purchase of a sand pit at Lyndhurst Infant School .
335 Minutes of Committee Meetings
The minutes of the following Committee meetings held since the date of the last Council meeting were presented as follows:

Reports from Representatives of Outside Bodies
Mr Bisson reported that the Village Lights Committee were installing a new lighting system for the village Christmas lights. Money had been made available from Hampshire County Council which would be used to help fund this project. The Village Fun Day would take place on 11 December.
Mr Abbott reported that the X34 Sunday bus service had been taken over solely by Wilts and Dorset. In future there would be no service at 8.51 pm to Southampton.
Mr Abbott had attended a meeting of the New Forest Consultative Panel and the following matters had been discussed:
- The Forestry Commission proposals for Hollands Wood and Roundhills campsites.
- The Countryside Stewardship Scheme.
- New member
of the panel – New Forest Business Partnership representative.
PC Ennew apologised for the fact that he had been unable to attend several Parish Council meetings. This had been due to the fact that he had been called to man other areas but the situation had now been rectified, allowing him to spend time, amongst other things, monitoring the situation regarding lorries entering the village.
Crime levels remain the same. PC Ennew was alerted to the fact that youngsters were congregating at the Cemetery at night and it was noted that there had been a spate of egg throwing in the village.
Mrs Wyeth reported that a problem had arisen due to contractors parking vehicles in Shaggs Meadow, making it difficult for residents to get out of their driveways. PC Ennew felt that the traffic warden had been vigilant in this area but that as there were no yellow lines, this sometimes prevented further action.
Mr Charlesworth reported that the Lyndhurst Chamber of Trade had reformed and he would be attending their meeting on 17 November to talk about the Bypass Committee. The Chamber of Trade were also concerned about possible business rate increases.
RESOLVED: That
Mr Charlesworth be asked to attend Chamber of Trade meetings
as the Parish Council’s representative.
337 Correspondence
- New Forest
North Citizens Advice Bureau – Invitation to AGM and Public Meeting – 10
November.
RESOLVED: That the Vice Chairman attend this event.
- Quotation
from Fearless Ramps to repair skateboard ramp in the sum
of £1900.00 + VAT. The Clerk reported that the recent
insurance company safety inspection had reported that the
skateboard ramp should not be used. It was noted that a notice
had been attached to the ramp (and photographed) some time
ago stating that the ramp should not be used.
RESOLVED: That the quotation for repair of the skateboard ramp be accepted and a request be made that work commence as soon as possible.
- Notice from New Forest District Council regarding temporary road closure at Racecourse View/Custards Road from 1 November 2004 for a period of three months or until completion of the works.
- Letter
of thanks from Hampshire County Youth Band Association regarding
grant of £50
- Letter from New Forest District Council Community Safety Co-ordinator offering to speak to the Parish Council about the Crime Audit.
RESOLVED: That the Clerk enquire whether this might be a suitable topic for the Annual Parish Meeting.
- Letter
and consultation documents from Terence O’Rourke (on
behalf of the Forestry Commission) concerning proposals at
Hollands Wood and Roundhill campsites.
338 County Councillor ’s
Report
County Councillor Kendal stated that the Boundary Commission had now reported and he had been nominated to the Lyndhurst seat again. Ashurst, Bransgore and Burley were also included due to rearrangement of the boundaries.
Government proposals for housing in south east England had been unveiled. Increased figures for Totton and the Waterside are being particularly targeted although Hampshire County Council have pressed for a zero increase.
339 Disabled Facilities within the Parish
This item
had been highlighted by the new Disability Discrimination Act
and Mrs Wyeth drew the Council’s attention to the fact
that it was impossible for wheelchair users to access the Post
Office and NatWest Bank independently.
Mr Charlesworth stated
that there was also a problem at the Library, but that the
Librarian would bring a selection of books out for people to
view.
RESOLVED: To write to the Post Office and Bank explaining that the Parish Council very much valued their services in the village but wondered if there were any plans in hand to deal with the situation.
340 Website
The Clerk read out a letter from TLC giving details of their service and costs involved.
RESOLVED: To discuss this matter at the Finance and General Purposes meeting.
341 National Park Authority
The Clerk
reported that Councillor Rollé had written to the Clerks
of the other Councils in the same group as Lyndhurst. It now
appeared that nomination could be sought from Parish and Town
Councils outside our own group and this was now being undertaken.
342 Remembrance Day Service
In the absence of a band, a bugler from Beaulieu Band had volunteered to play The Last Post and Reveille. All other arrangements were now in hand although more volunteers were needed to act as marshals.

Parking Outside Doctor’s Surgery, Church Lane
RESOLVED: To contact Hampshire County Council Highways Department to ascertain whether it would be possible to put a limited period parking restriction on an area at the top of Church Lane, close to the car park.

Great Mead
The Chairman outlined the contents of a letter received from Hampshire County Council regarding the claim for a footpath between Great Mead and Gosport Lane.
RESOLVED: That a letter be sent to Hampshire County Council requesting that this area be designated as a footpath.
350 Cycle Path
Mr Simon
Found, Hampshire County Council attended the meeting to answer
questions on the proposals. The cycle path route would be on
the north side of the A35, the footpath would be widened and
the carriageway narrowed as necessary, gravel coloured material
would be used to “colour” the route and the Police would review the speed limit restrictions when the cycle route was in place.
It was thought that the pedestrian refuge would also act as a speed deterrent.
The scheme would be implemented in April at a cost of £490,000.
Mr Found asked that any comments the Parish Council wished to make be sent to Hampshire County Council as soon as possible.
