MINUTES OF THE MEETING OF LYNDHURST PARISH COUNCIL HELD AT APPLETREE COURT ON TUESDAY 12 OCTOBER 2004 AT 7.15 PM

313 County Councillor ’s Report

Councillor Kendal stated that although he felt that his comments regarding the possibility of providing a central refuge on the A35 near Queens Road/Princes Crescent as minuted at the last meeting were largely correct it should also be noted that he had stated that the possibility of providing a central refuge would be pursued because of the larger issue of crossing with children and the provision of a cycle path.

 

Mrs Wyeth stated that she had met with Simon Found, Hampshire County Council, who would be bringing any proposals to the next meeting.

 

The County Council are trying to obtain planning permission for a new nursing home of eighty beds for care of the elderly at Tatchbury Mount. This would complete a £60,000,000 project.

Council tax consultations are now taking place.

 

Mr Newport asked if anything could be done about the road surface at the High Street/Gosport Lane junction, which is being broken up by lorries. It was also felt that the same problem was occurring at the junction of Shrubbs Hill Road/High Street .

314 Public Participation

None

315 Disclosure of Interest

Messrs Abbott, Bisson and Wilding disclosed a prejudicial interest in Item on the Agenda and Mrs Wyeth declared a non prejudical interest on the same item.

316 Apology for Absence

An apology for absence was received from Mr M Rollé.

 317 Minutes

RESOLVED: That the minutes of the meeting of the Council held on 12 October 2004 , having been circulated, be signed by the Chairman as a correct record.

318 Matters Arising from the Minutes

 (a) White Lining – Church Lane

It was noted that although the white lines had been put in place in the car park this had not been undertaken in Church Lane itself.

 

RESOLVED: That the Clerk write to Hampshire County Council asking for urgent remedial action.

 

 (b) Forest Bus

Following on from previous correspondence on this subject Mrs Wyeth reported that recently younger children had been turned away when the bus visited if there were sufficient older children already present.

 

However, they were allowed to stay if there was room. They were also sometimes taken to the Recreation Ground, whereas their parents believed them to be in the Forest Bus in the car park.

 

RESOLVED: That the Clerk take this matter up with representatives from Forest Bus when they met.

 

 (c) Increase in Heavy Vehicles using High Street

A reply had been received from Inspector David Moore, Hampshire Police, stating that he had arranged targeted enforcement to specifically look at this problem over the coming month.

 

He had also requested that the Roads Policing Unit be made fully aware of the concern of parishioners in order that they could deal with any breaches of legislation. He hoped that PC Ennew would provide an update at a future Parish Council meeting.

 319 Minutes of Committee Meetings

The minutes of the following Committee meetings held since the date of the last Council meeting were presented as follows:

 

(a) Recreation Ground Committee – 24 September 2004

It was noted that arrangements were in hand to have the skateboard ramp repaired. Steps were also being taken to try to prevent further vandalism to the fencing surrounding the children’s play area.

 

Mrs Wyeth stated that she had received a letter from the school asking for a donation for an outdoor sandpit and wondered if the Rural Access Grant previously offered to the Parish Council could be used for this purpose.

 

RESOLVED: That as the Rural Access Grant could not be used to purchase equipment for the children’s play area in the Recreation Ground due to health and safety factors it be offered to Lyndhurst Infant School. Mrs Wyeth and Mrs Butcher did not vote on this item.

 

(b) Planning Committee – 28 September 2004

320 Reports from representatives of outside bodies

Mr Bisson reported that Lyndhurst Decorations Committee now had plans well in hand for this year’s Christmas lights. It was hoped to provide an exterior lighting supply and some work would take place this year.

 

The cost would be £9,000 and would be partly funded by Hampshire County Council. Tree brackets were also being replaced.

 

Mr Charlesworth stated that the Community Centre questionnaire had now been distributed and results already received had been very favourable.

321 Correspondence

  • Mr Wilding stated that an estimate to supply four flueless wall hung LPG radiant gas fires and ancillary equipment to the Cemetery Chapel had been received in the sum of £1,100.00 and asked for the Parish Council’s authorisation.

RESOLVED: That the Cemetery Committee be authorised to proceed with the work.

  • Letter from Jonathan Crabb, Team Leader Transport Policy, Hampshire County Council in response to the Parish Council’s letter to Alison Quant, Director of Environment outlining the set up for the sub group considering the operation of the road network in the New Forest.

The County Council’s responsibility with regard to local air quality was also explained. Councillor Wyeth explained that the sub group reported to the New Forest Transportation Strategy Group, meetings of which were open to the public.

  • New Forest Disability Information Service – Invitation to launch of new head office on 29 October 2004.

  • Letter of appreciation from New Forest District Council regarding the Parish Council hosting two summer recreation roadshows.

  • Application for transfer of licence at New Forest Golf Club, Southampton Road.

  • Letter of appreciation from New Forest North CAB regarding grant aid of £100.

  • Notification of highway maintenance works, A337, Lyndhurst Road, Brockenhurst from Hampshire County Council.

  • Copies of correspondence between the Clerk and Messrs, Harland, Herbert and McArdell regarding the possibility of a central refuge on the A35 near Queens Road/Princes Crescent.

  • Letter from 1 st New Forest North Scout Group requesting permission for use of Junior Football Field for firework display on 5 November.

RESOLVED: That permission be granted subject to any bonfire debris being cleared away immediately following the evening and that care be exercised not to inflict damage on any property in the field or surrounding area.

  •  Faults log.

322 Website

RESOLVED: That this item be further discussed at the Finance and General Purposes Committee Meeting when Mr Rollé would provide further information from TLC regarding cost and service provided.

323 Nomination to National Park Authority

The Clerk read out the proposed selection procedure as outlined by NFALC. Mr Rollé and Mr Gammon indicated that they would be interested in learning more about the role and the amount of time that it would be necessary to devote to this appointment.

 

RESOLVED: That further information be sought on this matter and if appropriate it should be further discussed at a meeting of the full Council prior to the Planning Committee meeting on 26 October.

324 Remembrance Day Parade and Service

It was reported that arrangements were in hand but that it had so far proved impossible to secure a marching band or an individual to play the Last Post.
