MINUTES OF THE MEETING OF LYNDHURST PARISH COUNCIL HELD AT APPLETREE COURT, LYNDHURST ON TUESDAY 12 JULY 2005 AT 7.15 PM

19. Presentation by Mr Martyn Powell, NFDC CCTV and Licensing Manager
Mr Powell explained that his post had been created in August 2004 with the following aims:
- To help reduce fear of crime.
- To help deter crime.
- To help detect crime.
- To enhance community safety and assist in developing the economic well being of the New Forest area.
- To assist the local authority in regulatory and enforcement functions.
- To assist traffic management.
- To assist in supporting civil proceedings.
- To reduce incidents of public disorder.
- To work to codes of practice.
It was noted that Lyndhurst has one CCTV camera, situated in the car park. Another camera would cost between £25,000 - £40,000. The entire CCTV project costs £650,000 a year to fund.
In response to questions from Councillors Mr Powell undertook to see if anything could be done to film problems arising in the car park and stated that more cameras would inevitably lead to an increase in operators.
He did not feel that a camera at the bottom of the High Street would be affected by Christmas lights. Operators had to be given five minutes break in each hour. No grants were available at present.

23. Minutes of Previous Meeting
The Minutes of the meeting dated 14 June 2005 , having been circulated, were signed by the Chairman as a correct record.
24. Matters Arising from the Minutes
(a) Obstruction of Pavement
The Chairman explained that he had visited the shopkeeper concerned to explain the situation and did not feel that any further action was necessary.
(b) Lorries Using High Street
It was not known whether Hampshire County Council were monitoring the number of lorries travelling through the village yet.

26. Reports from Representatives of Outside Bodies
Mr Abbott had attended a meeting of the New Forest Consultative Panel and had provided a pack of information to each Councillor. Operation Clean Sweep would take place from 6 – 14 August
(Bolton ’s Bench – 9 August). Other topics had included volunteer rangers, the National Park Authority – there will be seminars for local people.
Discussion had taken place regarding the proposed Ashurst to Lyndhurst cycle path and the possible reasons for the delay in implementation. Mrs Wyeth said she was not sure where responsibility for the delay lay but she was concerned that the money set aside would be lost.
RESOLVED: That the Clerk write to Hampshire County Council to ask the reason for the delay regarding “land in mitigation”. Copies of the letter would be sent to Councillor Kendal and Amanda Craig, Conservation Officer, English Nature.
PC Ennew gave his report and stated that the main items of note were shed break-ins in Emery Down and burglaries in Garden Close.
There had been attempts to pass forged notes in the High Street but the new radio system operating between shopkeepers had helped to thwart this.
27. Correspondence

NFDC – Application for the grant of a public entertainment licence, Foxlease – 27 August, 5.00 pm to 9.00 pm – swing band concert.
NFALC – Notification of AGM and request for response to revisions to the Association’s Constitution. This correspondence was not received in time for the Parish Council to adequately make any comment.
RESOLVED: That the Clerk inform the Secretary of NFALC that the Parish Council required at least six weeks notice in order that matters requiring full Council consideration could be given full deliberation.
NFDC – First alteration to the New Forest District Local Plan: Notice of Intention to Adopt.
Hampshire Police Authority – Letter asking for names of people who might wish to apply to become an independent member of the Hampshire Police Authority.
NFDC – Census 2001 – Parish Profiles.
South East Rural Towns Partnership – The National Market Town Awards (South East Regional Market Town Awards Scheme) – Guidance Notes and Application.
PPI Forum – Notification of public meeting on Wednesday, 20 July at 7.00 pm at The Warren Centre, Chestnut Road , Southampton.
HCC Environment Department – A35 Holmsley – Major Maintenance commencing September 2005 for four months to strengthen and repair the carriageway between Markway Enclosure and Lyndhurst Road. Necessary to close the road at certain times when the A337 will be used as a diversion route. At other times portable temporary traffic lights will be used.
NFDC – New Forest District Local Development Framework Draft Statement of Community Involvement – 6 weeks consultation from 30 June to 12 August.
HCC – Hampshire County Guide (2 copies available).
28. Fault Log
The system seemed to be working well and several items had now been repaired. The Clerk reported that she had also written individual letters to the authorities to try to speed up remedial action.

32. Rumour Corner
In response to a question the Chairman said that the Decorations Committee had been asked to display bunting in the High Street by the Chamber of Trade to mark the Trafalgar celebrations.
33. County Councillor ’s Report
At this point County Councillor Kendal joined the meeting and reported on the following items:
Colbury right turn. Figures had now been produced showing that although the level of traffic using the A35 through Ashurst had increased by 5% the traffic using other parts of the village had decreased by a comparable amount.
Councillor Kendal felt it was appropriate to use temporary signing on the motorway when traffic was queued beyond the foxhound kennels. This would divert traffic off the motorway at junction 2 and onto the A326.
Mr Wilding asked about pollutions levels and how it was intended to reduce these. Mr Kendal said it might be possible, when traffic became congested, to cause traffic to queue in other areas to alleviate the problems in the existing polluted areas.
It was suggested that a decision had been made to close all of the Forest cottage hospitals. It was noted that the Meals on Wheels contract runs out shortly and this is operated from the Fenwick Hospital at present. Concern was expressed as to whether the present scheme would continue.
