37. Minutes of Previous
Meeting
The Minutes of the meeting dated 12 July 2005, having been circulated,
were signed by the Chairman as a correct record.
38. Matters Arising
from the Minutes
(a) Lorries
Using High Street
It was noted that equipment would be installed to monitor whether
lorries were using the High Street illegally.

Report

40. Minutes of
Committee Meetings
The minutes of the following Committee meetings
held since the date of the last meeting were presented:
(a) Minutes of Cemetery
Committee Meeting (20 July)
Mrs Wyeth said that she understood that the Parish Council had
previously passed a resolution not to allow further kerb sets
in the Cemetery and she hoped this would be adhered to.
This matter would be considered at a meeting of the Cemetery
Committee immediately following the Parish Council meeting.
(b) Minutes of Planning
Committee Meeting (20 July)
Mrs Wyeth reported that planning applications concerning 60
Wellands Road and Maple Lawn would be coming before the Planning
Committee this week.
(c) Minutes
of Allotment Committee (25 July)
41. Water supply
to Bolton’s Bench Cemetery
Mr Wilding stated that the Cemetery Committee
had been pressed by the public to provide a water supply to
the cemetery. Estimates
had been sought for the work involved and two had been obtained
as follows:

As this work had not been allowed in the current
year’s budget Mr Wilding was seeking permission to pursue
this matter with the Forestry Commission.
RESOLVED: That the Clerk
contact the Forestry Commission to seek formal permission to
provide a water supply from the cricket pavilion to the Cemetery.
42. Cycle
Path – A35 – Ashurst
to Lyndhurst
Mr Bisson reported that work on this project was being held
up as Natural England had asked for land in mitigation for that
which would be lost during the construction of the track.
RESOLVED: To hold this matter in abeyance
until the next meeting.
43. Reports
from Representatives of Outside Bodies
Mr Bisson reported that the Twinning Association would have
to move the tree in the grounds of the Community Centre when
building work commenced and had asked if the Parish Council would
support it being moved to Goose Green.
RESOLVED: That the Parish Council write
to Hampshire County Council to ask if the tree could be placed
at Goose Green.
44. Fenwick Hospital Update
It was noted that a public meeting with New Forest PCT was due
to take place at 2.00 pm on 15 August at 2.00 pm at the Community
Centre.

No 56 – withdrawal of evening services.
HCC – From
Keith Willcox, Head of Passenger Transport outlining reductions
to supported bus services. This included
the Wilts and Dorset 56 service which was being withdrawn during
the evening.
RESOLVED: That a letter
be sent to John Prescott, Deputy Prime Minister and Hampshire
County Council drawing attention to the Parish Council’s
concern at this measure as policy was now to encourage people
to use public transport and leave their cars at home.

Hampshire Police Authority – Annual Report
2004/05, Annual Policing Plan 2005/06 and Best Value Performance

NFDC – Temporary road closure, Blackwater
Road Minstead
(at cattle grid near junction with A337) from
Monday 22.08.05
(2 days). Alternative route will be via
A337 and Pikes Hill.
NFDC – Licensing Act 2003 – procedure
for hearings (copy attached).
NFDC – Licensing Act 2003 – Application
to vary a Premises Licence – Lyndhurst Workmens Club:
To increase authorised hours to sell alcohol from 1100 hrs
to 2400 hrs Monday to Saturday and 1200 hrs to 2300 hrs Sundays. Addition
of regulated entertainment for club members and guests throughout
opening hours.
NFDC – Licensing Act 2003 – Application to vary a
Premises Licence – New Forest Inn, Emery Down: To permit
regulated entertainments comprising live (acoustic/amplified)
music and amplified voice, recorded music including jukebox and
karaoke, compere for functions, quizzes etc with amplified voice,
pub games in front of an audience, video entertainment on TV
screens and amusement machines, facilities for music and dancing.
To
permit sale of alcohol on Friday, Saturday, Sunday and Monday
of Bank Holiday weekends, Christmas Eve and Boxing Day at any
time from 0700 until 0100 hrs the following morning.
Also
to open within the same hours on up to 30 other event days per
annum at discretion. On all days except as above to sell
alcohol from 0800 to 0100 hrs. To offer permitted regulated
entertainments throughout opening hours. To be able to
open on all days from 0700 for all activities before the starting
hour of alcohol service and at the end of permitted hours for
the sale of alcohol to remain open for a further 30 minutes as
a “wind down” period.
Remove all embedded restrictions
inherent in the Licensing Act 1964 the Cinematograph (Safety)
Regulations 1955 and the Children & Young Persons Act 1933.

respect of Coburns, 24 High Street.
46. Fault Log
The Chairman reminded Councillors to inform the Clerk when items
they had reported were repaired in order that they could be removed
from the list.

to the minutes. This information would be circulated
to all Councillors and anyone else within the parish requesting
the information but would not be displayed on the website.

49. Grant Application
A grant application was considered from Community First New
Forest in respect of New Forest Night Stop but it was not considered
that this service would be of sufficient use to residents to
warrant a grant.

“Rat running” in Queens Parade and adjoining roads.

Any other items brought to the Clerk’s attention by 5

51. Rumour
Corner
Mr Gailor stated that he had been contacted by
residents concerned that the proposed route of the cut and
cover portion of the bypass would pass through running sand.
Professor Barber assured
him that the said route adjacent to the Beaulieu Road/Bolton’s
Bench area was not running sand and there was no cause for
concern.
Mrs Wyeth said she was concerned about the number of loud sirens
operating in the village confines. Agreed that the Clerk should
write to the three emergency authorities to ask if there had
been a change of policy in the use of sirens, particularly early
in the morning and late at night or was there a marked increase
in the need to use these due to emergency situations.
Professor Barber said that the Consumer Association
was running a campaign regarding reports on food outlets. Several
Councils were now making findings known to the public. General
opinion was that it was not the responsibility of Parish Council
to become involved.
