Minutes of the meeting of Lyndhurst Parish Council held at Appletree Court, Lyndhurst on Tuesday 10th October 2006

at 7:15 p.m.

274. Public Participation

None.

275. Disclosures of Interest

276. Apologies for Absence

Apologies for absence were received from Mr F Alexander, Mr J Charlesworth and Mr D Newport.

277. Minutes of Previous Meeting

The Minutes of the meeting dated 12 September 2006, having been circulated, were signed by the Chairman as a correct record.

278. Matters Arising

(a) Community Policing

Mrs Wyeth had attended a PRIME meeting which had been very informative. She also reported that there had been two thefts from village shops recently.

 

RESOLVED: That this subject be explored more fully at the November Parish Council meeting when it was hoped PC Ennew would attend. In the meantime enquiries would be made to ascertain Police response times to incidents.

 

(b) Bypass Update

It was noted that a letter had been published in the Lymington Times stating that the next meeting to consider possible solutions to the New Forest traffic problems had been postponed until 2007.

 

(c) Flyposting

It was noted that there was no local bylaw to prevent this taking place at present. A large sign was now being placed daily on the side of the Emporium building in Romsey Road.

 

RESOLVED: To write to the NF NPA asking that remedial action be taken.

279. Minutes of Committee Meetings

The minutes of the following Committee meetings held since the date of the last meeting were presented:

(a) Planning Committee (26 September)

(b) Amenities Committee (19 September)

 

Disabled Access at Meridien Garage
The situation regarding disabled access to and from Wellands Road was explained to councillors.

 

Noticeboard
It was noted that steps were being taken to refurbish the noticeboard at the exit to the car park and that at the present time the map does not include Emery Down and Bank although they are within the parish.

 

RESOLVED: That the Clerk write to Pages of Lyndhurst asking that they rectify their faulty guttering.

 

(c) Recreation Ground Committee (6 October)

280. Reports from Representatives of Outside Bodies

Mr Abbott had attended a meeting of the Open Forest Advisory Committee and reported that the green at Emery Down was due to be tidied up.

 

Mrs Wyeth reported that the NF NPA was looking at the boundary signing. She would be asking if the Park could consult with the Parish Councils for ideas.

 

Mr Bisson had attended the AGM of HAPTC. Five proposals had been put forward concerning the disproportionate number of road and traffic signs, questioning the authority of SEERA, the problem of double taxation, seeking assurances from government that Post Offices will be protected and parking provision on new property in all areas.

281. Recreation Ground

Mr Rollé reported that he was still in the process of collating the questionnaire, which had now been distributed to children at Bartley School resident within the parish. A Committee meeting had been held and it had been decided to refurbish existing equipment as far as possible and also to undertaken clearance of undergrowth adjacent to the play area.

282. Correspondence

Dean Phillips, School Travel Plan Champion & Parent Governor – update on progress with School Travel Plan. (Circulated to all Councillors – please see your pack).

NFDC – Information Bulletin, October 2006.

HCC – Letter from Clerk asking for reconsideration of a 30 mph speed limit at Broughton Road/A337 Junction.

HCC – Hampshire NOW magazine.

HCC – Planning Hampshire’s Future – September 2006 edition/Draft South East Plan

Hampshire Police Authority – Appointment of Independent members to Hampshire Police Authority. Passed to Mr Rollé.

Chief Supt Wakefield – Letter from Clerk asking for parking arrangements to be made within grounds of Police Station/Magistrates Court for motorists using the Magistrates Court together with a reply from Chief Supt Wakefield stating that the cars actually belonged to Police staff or visitors to the Police Station.

 

Nothing could be done to alleviate the situation as there was no further parking facilities on site and she believed the cars to be parked legally and courteously.

 

RESOLVED: To draw the attention of the Highways Department and NF NPA to the problem.

 

HCC – Traffic Order Proposals – Prohibition of Heavy Commercial Vehicles south-east of Salisbury and in the New Forest North area.

NF NPA – Hampshire Minerals and Waste Development Framework: Core Strategy Issues and Preferred Options relating to the area of the New Forest National Park in Wiltshire – Regulation 26 consultation.

NF NPA – Hampshire Minerals and Waste Core Strategy: Public Examination – Consideration of representations relating to the area of New Forest National Park within Wiltshire – Notice of Pre-Examination meeting.

HCC – Hampshire Minerals and Waste Development Framework – Newsletter 3. Regulation 25 consultation on sites – Issues and Options.

Community First New Forest – AGM Invitation, Lyndhurst Community Centre, Friday 3 November 2006 at 12.00 noon and Newsletter, Autumn 2006. Mrs Wyeth would be attending the AGM.

Correspondence from Mrs Rowland and Mr Fowler urging the Parish Council to write to the NF NPA asking that steps be taken to prevent South View being demolished. No action could be taken as there were no current proposals from the owners.

Email from NFDC concerning possible signage for Lyndhurst RC Church.

 

RESOLVED: To reply stating that the Parish Council consider the sign to be too large.

 

1st New Forest North Scout Group/Lyndhurst Junior Football Club – request to use Coles Mead Recreation Ground for a firework display on 3rd November.

 

RESOLVED: That permission be granted.

283. Lyndhurst Car Park - Coach Parking Arrangements

It was noted that NFDC would not be prepared to allow a canopy fixed to the public convenience.

 

RESOLVED: That NFDC be informed that the Parish Council would prefer the bus shelter to be removed altogether than for it to be resited as proposed, but to ask if it would be possible to have the shelter resited as a replacement for the shelter at Foxlease which was nearing the end of its life.

284. Speed Indicator Device

The Chairman reported that trials had once again taken place during September but several volunteers were unable to continue.

 

RESOLVED: To explore the possibility of replacing these volunteers and retraining them before the SID returned in January 2007.

285. Remembrance Day Parade

All arrangements were now in place.

286. Grant Applications

RESOLVED:

(a) That the following applications be refused:

Vitalise
New Forest Disability Information Service

(b) That the following applications be held in abeyance until March 2007:

New Forest North Citizens Advice Bureaux
Hampshire County Youth Band Association
Lyndhurst Music Society

287. Accounts

The Clerk submitted the accounts as detailed on Appendix A for payment.

 

RESOLVED: That accounts as detailed in vouchers 1234 to 1242 totalling £3,625.59 be approved and paid.

288. Gravel Extraction Removal Routes

Mrs Wyeth reported that one of the proposed routes would come into Lyndhurst at the top of the village and one route was at the bottom of the village. Gravel extraction would take place at Walkford.

 

RESOLVED: To await further information.
