Minutes of the meeting of Lyndhurst Parish Council held at Appletree Court, Lyndhurst on

179. Minutes of Previous Meeting

The Minutes of the meeting dated 14 March 2006, having been circulated, were signed by the Chairman as a correct record.

182. Reports from Representatives of Outside Bodies

Mr Charlesworth, Mr Woolley and Mrs Wyeth had attended the Hampshire County Council Transport Seminar relating to the New Forest Transport Network at the National Motor Museum on Friday 7 April. 

 

Mr Charlesworth had raised the point that there was nothing in the strategy plan regarding a bypass for Lyndhurst.  An assurance had been given that the Lyndhurst village situation would receive attention and discussion would take place with the two New Forest MPs, the Verderers and English Nature. 

 

Mrs Wyeth said that every aspect would have to be considered regarding costs involved and whilst other Parish Councils would support the need for a bypass they might be prepared to accept a route other than that proposed by the Parish Council.  Public consultations would be necessary and the upgrade from a local to regional problem is a crucial point.

 

PC Ennew presented his crime report and highlighted the problem of motorists speeding round the one-way system.  It was understood that Ineos had offered to help fund prevention.  Councillor Wyeth asked if there was any possibility of funding for a permanent SID.

NFDC – Notification that the amendment to District of New Forest (Off-Street Parking Places) Order regarding Lyndhurst Coach Park came into force on 10 April.

NFDC – Notification of temporary closure of A35 High Street on Friday 14 April 2006 for a Procession of the Cross.

184. Grant Application

Village Lighting and Decorations Committee

It was noted that this grant application was receiving consideration prior to the six-monthly grant allocation due to the fact that it had been pending for several months and would otherwise have been dealt with in the previous financial year.

 

The Chairman outlined details of funds held by the Committee, envisaged financial outlay and income for the current financial year and the Parish Council’s opinion was that it was important to safeguard the future of this amenity.

 

RESOLVED:  That the Parish Council allocate a grant of £300.

185. Speed Indicator Device

It was noted that the device had now been installed and training for volunteers would take place on 19 April.  It was hoped that, if trials proved successful, a permanent device would be provided in due course.

186.  Annual Parish Meeting

It was agreed that this meeting had been successful, with a good attendance although it was felt that in future it should be limited to one presentation.  It was agreed that the presentation by Mr John Ward, Director of Strategy and Planning at the New Forest National Park Authority had been interesting and informative.

187. Fault Log

All faults should be reported to the Clerk for addition to the fault log.  The Clerk should also be notified when faults were remedied in order that they could be removed from the list.  It was noted that the bus shelter in the car park was in a dilapidated condition

 

RESOLVED:  That the Clerk write to NFDC to draw attention to the shelter and ask that remedial action be taken.

 

It was further noted that the verge at Goose Green was now being used for parking for up to four cars.

 

RESOLVED:  That the Clerk write to the Highway Authority asking that remedial action be taken to prevent unauthorised car parking.

188. Accounts

The Clerk submitted the accounts as detailed on Appendix A for payment.

 

RESOLVED:  That accounts as detailed in vouchers 1177 to 1180 inclusive totalling £1,115.71 be approved and paid.

189. Memorials and Purchases

Confirmation was given for the following memorial granted since the date of the last meeting:
