MINUTES OF THE MEETING OF THE ALLOTMENT COMMITTEE HELD AT BEECHINGS OVER, GOOSE GREEN, LYNDHURST
ON MONDAY, 30 JULY 2007 AT 7.15 PM

Present Mrs E A Butcher (Chairman),
Mr F Alexander, Mr G Bisson.
In Attendance Mrs M Weston – Clerk to the Council.
Apologies for Absence Professor K Barber, Mr M Rollé.
Disclosures of Interest None.
Minutes RESOLVED:  That the minutes of the Committee meeting held on 31 October 2006 be confirmed and signed by the Chairman as a true and accurate record.
Matters Arising (a)  Taps

Mr Bisson confirmed that the water supply had been turned off and taps removed by Colin Payne.

(b)  Gate onto the Forest – Romsey Road

Mr Bisson confirmed that he had removed this gateway.
Fencing Mrs Butcher reported that new fencing had been provided to the northern boundary and the western boundary had been patched.

RESOLVED:
  That provision be considered in the budget for 2008/09 for the western boundary to be renewed.
Plot No 61

The Clerk reported that the owner of Plot No 61 had received yet another letter asking that the plot be worked in a satisfactory manner and rubbish removed.  Although some of the weeds had been strimmed this plot had still not been worked and was once again in a very bad state.

 

RESOLVED:  That the plot owner be informed that unless the plot was worked, ie dug over, before rents became due in October the tenancy would not be renewed.

It was also noted that Plot Nos 89/90, 56 and 58/59 were not being worked and owners had previously received letters alerting them to this fact. 

RESOLVED:
  That the owners of Plots 89/90 and 58/59 be told that they must give up one of their plots and that the owner of Plot 56 be told that he must give up this plot as he already had two other plots on site if the plots were not satisfactorily worked before October 2007.

It was noted that several plot holders were keeping in excess of six chickens on each of their plots.

RESOLVED:  That these plot holders be reminded of the allotment guidelines and requested to remove some of their chickens.

Plot Numbering RESOLVED:  That investigations be made into the possibility and cost of supplying numbers to each plot holder.  If this did prove viable it would be written in the guidelines that numbers must be displayed at the front of each plot.
Plot Measurements Consideration was given to the possibility of measuring each plot in rods and charging for each plot by its size.

RESOLVED:  That plots be described as full, half and starter plots and be charged accordingly.
Regular Plot Inspections Discussion took place as to whether regular plot inspections should take place and marks allocated to plots that were not considered acceptable.

RESOLVED:  That inspections by the Clerk and one member of the Committee take place on a quarterly basis and if a plot holder received four marks against their allotment they would be invited to give reasons for this. 

If an acceptable reason was not forthcoming the plot holder would be asked to vacate their plot.
Allotment Fees RESOLVED:  That notice be given to allotment holders that in October 2008 rents would rise as follows:

 

Full plot
Half plot
Starter plot

Any Other Business In the absence of any other business the Chairman thanked those present for attending and closed the meeting.
