47. Disclosures of Interest
Mrs Butcher declared a non prejudicial interest in Agenda Item 8 as she is a School Governor. This item contained information relating to the proposed new crossing arrangements outside the school

Apologies for absence were received from Mr J Charlesworth and Mrs P Wyeth.
49. Minutes of Previous Meeting
The Minutes of the meeting dated 12 June 2007, having been circulated, were signed by the Chairman as a correct record.
50. Matters Arising
(a) Speed Indicator Device
As previously indicated, it now seemed unlikely that a speed indicator device would be allocated for some time. However, HCC Camera Road Partnership is now preparing a report on the pilot study carried out over the last 12 months.
Professor Barber felt that the best position for a device would be on the Southampton Road. The Chairman said that it was hoped that it would be possible to have a SID that would be moved around several locations within the village.
Also, while recognising the speed related problems in Southampton Road, it had the advantage of repeater signs as it is a 40 mph limit.
(b) Le Canard
The property had now received remedial action and the enforcement notice had been removed. However, there was no news as to whether the building would be sold.

52. Reports from Representatives of Outside Bodies
Mr Abbott had attended a meeting of the New Forest Consultative Panel. Topics discussed had included the Village Design Statement, Peter Sopowski had been appointed to the New Forest Landscape Partnership Board, area traffic plan, signage details for the National Park and a presentation by the New Forest Association on recovering local landscapes.
53. Correspondence
Hampshire County Council – Community Safety Initiative (CSI) Street Lighting – invitation for bids for possible inclusion in next year’s programme.
Hampshire County Council – Hampshire NOW magazine.
Hampshire County Council – Letter from Tim Lawton stating that he had arranged for the lower branches of trees in the Wellands Road car park to be removed as they were causing problems to car owners who had paid for permits for this car park.
NF NPA – Email from Sandy Tolmay stating that negotiations had taken place with the owner of Le Canard Restaurant and the front of the property had now been repaired. The Authority has now closed the enforcement file.

54. Accounts
The Clerk submitted the accounts as detailed on Appendix A for payment.
RESOLVED: That voucher numbers 1292 to 1302 for the period 9.05.07 to 10.06.07 in the sum of £3,545.01 be approved and paid.
55. August Break
RESOLVED: That the Chairman, Vice Chairman and Clerk be authorised to deal with any matters that arise before the September meeting if they were not considered sufficiently important to call a Council meeting.
56. Parish Plan
Mrs Trend reported that the next meeting would be on 12 July at 7.30 pm in the Baptist Church Hall. She emphasised that all Councillors would be welcome to attend.
Information received was being collated and would shortly be available in the Community Centre. 35 people had expressed an interest in becoming involved and a volunteer Chairman/Coordinator had come forward.
At the next meeting a name would be chosen, officers would be elected and groups formed. In September a “Love It, Hate It, Want it” survey would be circulated to all residents.
57. Lyndhurst Draft Air Quality Action Plan
The Chairman explained that some of the options in the plan would need a feasibility study and audit by Hampshire County Council. The Clerk reported that it was unlikely that further information would be available before October and therefore it would not be possible to hold a public meeting until after this date.
58. Air Traffic Control
Due to proposals to expand both Bournemouth and Southampton airports it was proposed to extend the flight corridor. This would include night flights from Bournemouth.
RESOLVED: That the Clerk write stating that whilst the Parish Council did not have an overall objection to the proposals they felt disruption should be kept to a minimum with no increase in night flights.
59. Plants in the High Street
It was understood that the planter outside Coburns had now been refurnished with plants. The possibility of persuading a local business to sponsor the planters would be explored.

61. County Councillor’s Report
Mr Kendal reported that the Government have released four consultation papers requiring quick responses. The paper on waste outlines the policy for incineration and aimed to get recycling rates increased. The document on energy stated that a nuclear power station should be given consideration.
The paper on congestion suggested congestion charging, although the County Council feel this should be imposed nationally or not at all. The fourth consultation document concerned planning matters to try to speed up the process.
Mr Kendal and Mrs Wyeth had visited the school to discuss traffic problems. Consideration was being given to a more suitable path from the car park to the school.
