Minutes of the meeting of Lyndhurst Parish Council

held at Appletree Court, Lyndhurst on

Tuesday 11th December 2007 at 7:00 p.m.

124. Apology for Absence

An apology for absence was received from Mr M Rollé.

125. Minutes of Previous Meeting

The Minutes of the meeting dated 13 November 2007, having been circulated, were signed by the Chairman as a correct record.

126. Matters Arising

(a) Christmas Lights

All present agreed that the Christmas lights in the village this year looked better than ever and appreciation was given for the tremendous amount of work that had gone into the display.

 

However, it was thought that this could be further enhanced by a switching on ceremony and that it might be more appropriate for this to take place to coincide with the lights coming on a little later next year.

 

RESOLVED: That the Clerk write to the Village Lighting and Decorating Committee to ask them to take this view into consideration when making their arrangements for 2008.

 

(b) HCC Bypass Scrutiny Review

Mr Charlesworth reported that he had received a reply from HCC stating that the results of the Bypass Scrutiny Review would be available on the HCC website when they had been finalised. It was reported that indecision was causing problems for residents who were contemplating selling their houses.

 

RESOLVED: That a letter be sent to HCC asking that the Parish Council be given sight of the results before recommendations are made to the Cabinet.

127. Minutes of Committee Meetings

The minutes of the following Committee meetings held since the date of the last meeting were received:

 

Finance and General Purposes Committee – 20 November
Planning Committee – 27 November

128. Reports from Representatives of Outside Bodies

Mr Abbott reported on his attendance at a meeting of the New Forest Consultative Panel. Mike Seddon had made a presentation and other topics had included the proposals for extending air space/new regulations and animal accidents on New Forest roads.

The Chairman reported on the Christmas lights.

129. Correspondence

NFDC – Electoral Registers 2007/08 will be sent to Clerks (not direct to Councillors) by Recorded Delivery due to personal details on CDs going missing re HM Revenue and Customs.

Email from Clerk to John Maskell re possibility of having the dog bin at Great Mead emptied more regularly and also possibility of having another bin at the other end of Great Mead, together with request for cost implications.

Correspondence concerning temporary road closures form update.

Meeting to discuss the new form on 20 December at 11.30 am at Lymington Town Hall.

Letter from Rosemary Rutins, Democratic Services Manager, explaining how the figure charged for Parish and Town Council Elections in May 2007 was determined and encouraging councils to make adequate provision for the elections in 2011, perhaps by allocating a sum in budgets each year until 2011 to cover possible costs.

CCTV monitoring statistics – October and November 2007

 

HCC – Annual Parish Transport Representatives meeting 2007 – copies of handouts from the meeting held on 17 November 2007.

 

NFALC - Agenda for General Meeting to be held on Thursday 20 December at 7.30 pm at Appletree Court.

 

Dr Julian Lewis – Acknowledgement of Clerk’s request for assistance regarding SATNAV systems in relation to the HGV ban in Lyndhurst High Street.

Copy of parliamentary debate on Southampton and Bournemouth Airport.

130. Accounts

(a) The Clerk submitted accounts as detailed on Appendix A for payment.

 

RESOLVED: That voucher numbers 1377 to 1382 for the period 14.11.07 to 11.12.07 in the sum of £5,218.28 be approved and paid.

(b) The Clerk submitted accounts outlining the Parish Council’s income and expenditure for the period April to December 2007.

131. Parish Plan

Mrs Trend reported that she would be making a Powerpoint presentation to the January Parish Council meeting and that the Parish Plan Committee would be having a presence at the Lyndhurst Fun Day (outside Heppenstalls). A £2000 grant has been awarded by NFDC

132. Code of Conduct

RESOLVED: To adopt paragraph 12:2 of the Code of Conduct

133. Meeting Venue

Mr Bőckle said that he felt it was important for the Parish Council to find ways of supporting the Community Centre and that one way of doing this would be to hold Parish Council meetings there. A change of venue might also be popular with members of the public.

 

RESOLVED: That Mr Charlesworth ascertain whether it would be possible for the Parish Council to have a meeting room on the second Tuesday of each month.

134. Vandalism in the Recreation Ground

The Clerk reported that one of the new picnic tables and some palings round the children’s play area had been smashed. The crime had been reported to the Police and a crime number obtained. The Recreation Ground Chairman was looking into the possibility of providing CCTV in the Recreation Ground to try to alleviate the problem.

135. Village Walk

Mr Bőckle reported that it was likely that NFDC would grant permission for a noticeboard in the car park and some more minor signing near Lyndhurst Park Hotel. Views had been sought from NFDC and HCC regarding this project and replies were awaited.

136. Grant to Village Lighting and Decorating Committee

RESOLVED: That a grant of £1000 be made to Lyndhurst Village Lighting and Decorating Committee.

Mr Abbott asked why grants for burial plots and memorials had been made to non parishioners. The CLERK explained that a strong local connection had to be made before any permission was given.

 

137. County Councillor’s Report

Mr Kendal reported that a second meeting of the Lyndhurst Bypass Select Committee would be held this month. With regard to grants settlement the structure system has meant that less grant money will be available in the coming financial year for HCC, NFDC and the NF NPA.

 

A MORI poll of Lyndhurst residents’ views on the possibility of a bypass for the village had been taken on behalf of HCC and was currently being analysed.

140. Rumour Corner

Mr Charlesworth reported that the broadband company with a base at the Nondescripts Club had requested to take a cable through the Community Centre ground. This request has been refused. It is possible that the road in the High Street will once again have to be dug up.

A village children’s party will be held at the Community Centre on 6 January and is being sponsored by three local companies.

In the absence of any other business the Chairman thanked those present for attending, invited those present to join him for buffet refreshments and closed the meeting.
