Minutes of the meeting of Lyndhurst Parish Council

held at Appletree Court, Lyndhurst on

Tuesday 11th September 2007 at 7:15 p.m.

Apologies for absence were received from Mr M Rollé.

68. Minutes of Previous Meeting

The Minutes of the meeting dated 10 July 2007, having been circulated, were signed by the Chairman as a correct record. 

69. Matters Arising

(a) Le Canard

Mrs Wyeth confirmed that whilst the front of the property had been painted at ground floor level no other remedial steps had been taken to improve the property and it would not be sold.
 
(b) Speed Indicator Device

RESOLVED:  That this matter be added to the Agenda for the next meeting.

70. Minutes of Committee Meeting

The minutes of the following Committee meetings held since the date of the last meeting were approved:

Cemetery Committee (10 July)

71. Reports from Representatives of Outside Bodies

Mr Abbott had visited the sailing ship Lord Nelson with the Jubilee Sailing Trust.

 

Mr Abbott had attended a meeting of the New Forest Consultative Panel.  Topics of discussion had been the annual closure of car parks for the winter months, those in our area being Parc Pale, Whitley Wood and White Moor, Hampshire County Council speaking about roads in the area and the reduction in the bus services.

 

Mr Charlesworth reported that the results of their lottery bid will not be known until December.

 

PC Andy White reported that Police surgeries will be held in the car park on 10 October (10.00 am to 12.00 noon), 15 November (10.00 am to 12.00 noon) and 13 December (2.00 pm to 4.00 pm).  Mrs Trend asked if it would be possible to hold surgeries during the evening in the summer months.  The Pub Watch will be resumed.  A crime summary will be provided.

73. Accounts

(a)  The Clerk reported that payments as detailed in Appendix A had been made since the date of the last meeting:-

 

Voucher numbers 1341 to 1347 in the sum of £3906.48

 

(b) The Clerk submitted further accounts as detailed on Appendix A for payment.

 

RESOLVED:  That voucher numbers 1348 to 1356 for the period 11.08.07 to 11.09.07 in the sum of £3,775.84 be approved and paid.

 

(c) The Clerk submitted the Parish Council accounts for the year ended 31 March 2007.

 

RESOLVED:  That the Parish Council accounts to 31 March 2007 be adopted.

 

The Clerk was thanked for her work in this connection.

 

(d) The Clerk drew Councillors attention to the fact that the Internal Auditor had stated that it was necessary to ensure that budgets were adhered to in each financial year.  The balance remaining in the accounts for 2006/07 was higher than expected although there were factors that had contributed to this situation.

 

RESOLVED:  That further necessary funds be transferred to the Recreation Ground Account and the Cemetery Account to cover funds needed to carry out work that had been envisaged for the previous financial year but had not proved practical until now and new work that was now considered necessary.

74. Cycle Track

It was reported that the grit surface was being removed and a new surface added.  At the request of the Chairman the Clerk had enquired if any action could be taken to enlarge the new bus layby opposite Princes Crescent. 

 

At present there was insufficient space for buses to enter the layby, meaning that they remained stationary in the road, thus causing traffic congestion.  A reply had been received from HCC stating that this configuration was intentional to slow traffic down on entering the village. 

 

The Clerk had also enquired why laybys had been created on the A35 between Lyndhurst and Ashurst, only to be taken away.  A reply had been received from HCC indicating that this had been a mistake and the land was used in mitigation for land taken by the cycle track.

75.  Parish Plan

The next meeting will be held on 13 September at the Baptist Church Hall.  Paola Caldicott has been appointed as Chairman.  Groups will be appointing leaders and the “Love It, Hate It” survey will be formulated and distributed in due course.

76. Lyndhurst Draft Air Quality Action Plan

The Parish Council will be holding a public meeting on 17 September.  NFDC will be giving their presentation to this meeting.

77.  Responsibilities and Liabilities

Mr Alexander had asked that this matter be discussed because he was concerned that when Councillors kept a log and signed that a particular item was “safe” if a member of the public later found it to be unsafe the Councillor concerned would be held responsible. 

 

The Clerk had consulted HAPTC who had assured her that if the log was signed and dated no responsibility would be attached to one particular Councillor as they would be acting on behalf of the full Council.

 

RESOLVED:  That, in future, any logs should be signed and dated by the authorised councillor and then countersigned by the Clerk.

79. County Councillor’s Report

Mr Kendal reported that budgets have been cut to pay for care in the community and this has meant some subsidised bus services have been withdrawn.   

 

The speed watch trial results indicated that very little improvement had been made to reduce the speed motorists drove down Gosport Lane but admitted that warning signs do help the situation. 

 

Evidence is now being taken on the traffic problems in Lyndhurst and then a decision will have to be taken on whether there is any feasibility in pursuing the bypass issue.
