The Chairman welcomed those present and explained that representatives from NFDC had come to the meeting to outline proposals contained in the Draft Lyndhurst Air Quality Action Plan and to answer questions from the Parish Council and Public.
Responses to the document were required by 6 August.
Carole Gallagher explained that the Environment Act 1995 placed a duty on NFDC to look at the air quality in the area. The main source of pollution in Lyndhurst came from Nitrogen Dioxide emitted from cars.
The air quality management area in Lyndhurst extended from the school to the lower High Street and there were various points around the village where readings were taken. All readings were higher in 2006 than in 2005.
As a result the draft air quality action plan had been produced which contained nineteen options ranging from traffic management schemes to SMARTER choice and the main options were outlined to the Parish Council. It was emphasised that this was a continuous process.
The Chairman asked that it be noted that Lyndhurst was a village and not a town, as stated. He also asked that it be confirmed that the Action Plan was on NFDC’s website.
Mr Abbott said he felt that shop numbers should be shown and not the type of goods they sold as this might change but numbers would not.
Mr Charlesworth stated that he felt the leaflet distributed to residents was inadequate and not all residents had received a copy. He called for a public meeting and saw problems for cars trying to exit the two estates off Shrubbs Hill Road. He also made the point that the car park was “daily used” and people avoided the village because it was congested.
Mr Böckle felt that the proposed measures were inadequate and would be more so in the future in view of the fact that the figures showed pollution levels were rising.
30. Public Participation
Mr Herbert said he felt there should be a public meeting. Emergency services are able to queue hop with the current system and would be unable to do so if the new measures were implemented.
Mr Woolley said that the Shrubbs Hill junction would move the problem from one area to another and felt that and future traffic control should be moved to the outskirts of the village.
The Chairman said he hoped that the village and its residents would be asked for their approval before any measures were implemented.
Members of the public and Parish Councillor E Gailor left the meeting.
RESOLVED: To liase with the Lyndhurst Residents Association regarding a public meeting to take place before the July Parish Council meeting.

36. Reports from Representatives of Outside Bodies
It was noted that there was now a new bus used for New Forest tours.
Mr Charlesworth had seen a report from Dr Julian Lewis, MP showing that Lottery funding that had previously been allocated to community projects was now being channelled into funding for the Olympic Games.
It was noted that several of the small plant arrangements around the village had now fallen into disrepair.
RESOLVED: That this item be added to the Agenda for the July meeting.

NFALC – Nomination list for election of Town and Parish Council Members to the NF NPA.
Lyndhurst and District Community Association – Letter of thanks from Centre Manager, written on behalf of the Executive Committee, regarding grant to Community Centre’s funds.
NFDC – Email concerning nomination of one Parish/Town Council representative to serve on NFDC’s Standards Committee.
NFDC – Email stating that Councillor Bill Dow is the new Chairman of NFDC.
NFDC – Notification that the next liaison meeting with New Forest District Parish and Town Councils will be on Thursday, 27 September at 7.30 pm at Appletree Court.
CADDIE – Information regarding the partner launch of Hampshire and Isle of Wight CADDIE (partners website to help fight crime and disorder).
Verderers of the New Forest – Copy of letter sent from the Official Verderer to County Councillor Ken Thornber concerning their views on possibility/route for a Lyndhurst bypass.
38. Accounts
The Clerk submitted the accounts as detailed on Appendix A for payment.
RESOLVED: That voucher numbers 1220 to 1229 for the period 9.05.07 to 10.06.07 in the sum of £3,987.63 be approved and paid.
39. Parish Plan
Mrs Trend reported that since the last Parish Council meeting a further Parish Plan meeting had taken place in the Baptist Church Hall, attended by 35 people.
The steering group would like to work at their own speed, under the auspices of the Parish Council and have not yet entirely made up their minds whether to do a Parish Plan or a Market Town Health Check.
RESOLVED: That all expenses incurred be sent to the Clerk for reimbursement.
40. Speed Indicator Device
NFDC had informed the Parish Council that it was unlikely that a SID could be supplied from the 2007/08 budget and that when one was supplied it could not be moved around the village.
The Road Safety Group would be formulating their proposals and these will be put to NFDC. The situation will then be reviewed but the provision of a SID would be likely to have a cost implication to the Parish Council.
