Minutes of Previous Meeting:
The Minutes of the Meeting of the Committee held on 22 April 2008, having been circulated, were signed by the Chairman as a correct record.
The Planning Committee Chairman introduced Matthew Richardson and Alastair Dineen, representing Banner Homes who were attending the meeting to outline plans for the area between Gosport Lane and the village car park, known as Stag Yard. A public consultation would be taking place on Thursday 29 May at the Community Centre. It was envisaged that a planning application would be made during June. The concept was to develop 27 units of living accommodation for purchase by people over 55 years of age.
Mr Abbott then introduced Chris Elliott and John Mascall who were attending the meeting on behalf of NFDC to explain the amended plans that had now been submitted to the NFNPA to endeavour to overcome previous objections to this application. It was explained by Mr Abbott and the Clerk that the Parish Council had yet to receive copies of the revised plans from NFNPA and as the public had not been informed that the application would be discussed this evening it was decided that a recommendation could not be made until the Parish Council meeting on 10 June. This meeting would now commence at 6.45 pm.
Mr Elliott explained that it was still planned to demolish the lodge and replace it with car parking spaces but these had been reduced in number from 50 to 35 and would not now be near properties in Gosport Lane. New planting of trees and shrubs would be undertaken and existing trees would not be adversely affected. The NFNPA had also requested that plans for the new building be seated considerably lower than the existing modern building mass and this had been done.

No 92577 – Fenwick Hospital, Pikes Hill
Amended description and additional plans. New parking; widening existing access; disabled access ramp; external lighting; condenser units.

No 92820 – New Dwelling, Land Adj Whitecroft, Pikes Hill Avenue

RESOLVED: To recommend that permission be granted. The siting and design of the proposals are appropriate to the dwelling under construction.
No 92822 – High Coxlease House, Clayhill
Retention of temporary classrooms
RESOLVED: To recommend that permission be refused but to accept the decision reached by the NF NPA’s officers under delegated powers. There has been a continuing history of renewals for these temporary classrooms and the Parish Council would like to recommend that the applicants be asked to come back with a time frame of proposals to provide permanent accommodation.
No 92993 – 109 The Meadows
Garage, re-siting, re-sizing, demolish existing
RESOLVED: To recommend that permission be refused. The proposals would spoil the character of this open area and the overall size of the garage has not been reduced sufficiently.
No 92984 – Coombe Cottage, Pinkney Lane
Continuation of rear elevation catslide roof to ground floor ceiling level
RESOLVED: To accept the decision reached by the NF NPA’s officers under delegated powers. The proposals lie within the Conservation Area and it is thought preferable to leave the decision to the officers. It is also difficult to align the proposals with the existing approved plan.
