101. Public Participation
Mrs Palacio thanked the Parish Council for installing the fence, gate and access path at the Gosport Lane end of Great Mead. She asked if there were any further plans for the area. In response Amenities Committee Chairman Mark Böckle stated that at the present time there were no firm plans for the future.

105. Matters Arising
(a) BT Telephone Kiosk at Silver Street, Emery Down
In response to a question from the Chairman the Clerk reported that a cheque for £1 (required to purchase the telephone kiosk) would be authorised this evening and she had also signed an agreement for the purchase.
(b) Bus shelter at Foxlease
Work had been completed to a good standard and a new seat had been installed outside the shelter.
(c) Theft of Plaques from Cemetery Wall of Remembrance
The Clerk reported that people requiring replacement plaques were now sent a letter and form and replacement plaques could be purchased at a discounted rate from Lockerley Stone. This offer was only available for replacement plaques.
(d) Remembrance Sunday
The Chairman thanked everyone who had taken part in making this a successful occasion.
(e) Meeting with Hampshire County Council regarding Traffic Problems
RESOLVED: That the Clerk contact HCC with a view to arranging a meeting on Saturday, 8 January at 9.00 am.

The Chairman thanked Councillors for their deliberations and the excellent result achieved at the Finance and General Purposes Committee meeting whereby it had been possible to hold the budget for the forthcoming financial year at the same level as the current year.

107. District Councillor's Report
Mrs Wyeth reported that the conditions for development at Stag Yard had now been signed off and there should be some movement in the Spring. A planning application had been lodged with the NF NPA for the former Hill House Nursing Home.
The NF NPA Core Strategy has now been adopted. The NF NPA may withdraw the surgery at Queens House as they are trying to reduce costs and it is rarely used. The move to Lymington Town Hall is going ahead and they will share resources with NFDC, who are facing 16% cuts. The Localism Bill has been introduced, which will see the abolition of the Standards Board.
In response to a suggestion Mrs Wyeth said she would put forward proposals that appointments could be made to view/discuss planning matters at Queens House or "hot space" could be used at the Community Centre, which would be less costly

NFDC – Information regarding Christmas Refuse and Recycling collections.
NFDC – INQ Magazine. The information hub for young people in the New Forest.
SCA+D (Solent Centre for Architecture and Design) – Hidden Histories: Telling the Story of New Forest Towns and Villages through their Built Environment. SCA+D are running a project to unearth "hidden history" and wish to involve members of the community and others in contributing with stories, photos and other memorabilia that will form part of the project. The initial programme will include Lymington, Brockenhurst and Lyndhurst. Historical and local community organisations with an interest in local history will be invited to take part.
A D Shead – Letter explaining that Mr Shead was acting as executor of the estate of Mrs A E Phillips Browne, owner of The Old Cottage, Bank. He plans to repair the existing driveway from Gritnam Road to the garage gates at the back of the property, held under New Forest Licence No 401. An on site meeting has taken place with the Forestry Commission Land Agent and consultation will take place with Natural England.
Terry Simpson – Information regarding Association of Local Councils in the New Forest (circulated to Councillors on email).
Tony Herbert – Email requesting Parish Council lobby for higher level of broadband service in the New Forest.
HCC – Information regarding status of 30 mph speed limit for Southampton Road. Should come into force on 1 February 2011.
HCC – Information regarding review of priorities for footway clearance and request for consultation with Parish and District Council. Also a request for assistance.
RESOLVED: That an email response be sent suggesting that priority footway clearance be made in the High Street, Church Lane and the footway from Clayhill.
Luken Beck – Proposed development at Hill House. Planning application has now been submitted and stating that they would be pleased to assist with any queries.
NFNPA – Email (following other correspondence) stating that Vicky Myers would like to come along to PC February meeting.
HCC – Request that grit bins in the Parish Council's area be checked and request for topping up be sent to highways-transport.west@hants.gov.uk
Steve Avery at NFNPA – Confirmation that Core Strategy has now been formally adopted. Planning/Training events will be held on 8 February at 6.00 pm and 17 February at 2.00 pm. Three representatives to be invited from each Council. Names by 1 February 2011.
Email from Clerk to Adrian Grey/Tim Lawton – Various discussions had taken place to try to find a date for a meeting but so far nothing had been fixed up. The meeting can be held at the Community Centre but HCC would prefer it during office hours.
109. Accounts
The Clerk submitted accounts which had become due for payment since the date of the last meeting, as detailed in Appendix A and these were approved.
The Clerk submitted records showing spending for the period 1 April 2010 to 14 December 2010.
110. Reports from Representatives of Outside Bodies
PC Andy White stated that there had been 50 reported incidents in November.
Purses had been snatched from shopping trollies and there had been shoplifting at the Museum. There had been a spate of speeding in Beaulieu Road. The Pub Watch campaign had been very successful. Cold calling was taking place in The Meadows and the Shrubbs Hill area and PCSO Lisa Quinn was dealing with this matter.
Mr Abbott had attended a meeting of the New Forest Passenger Transport Forum, which had mainly dealt with older persons transport and the community bus. Bus passes had been mentioned and it was noted that they would be issued again although it might be necessary to adhere to national conditions. County Councillor Mans reported that less money than expected had been allocated for free bus passes.
Mr Charlesworth reported that the Community Club Lunch had welcomed 40 people in November. Multi Sport sessions would take place on Saturdays, together with dance sessions.
Mr Bisson reported that the Lights Committee had again put on an exceptionally good display of Christmas lights this year. It was noted that the Chamber of Trade had organised the fundraising and the Lights Committee had organised the actual Christmas lighting display.
RESOLVED: That the Parish Council's thanks and appreciation be recorded in the January issue of Clerk's Corner.
Mrs Trend reported that the Parish Plan Health Check is going through.
RESOLVED: That this item be added to the January Parish Council Agenda.
111. Applications for Grant Aid
Applications had been received from 1st New Forest North Lyndhurst Scout Group, Lyndhurst Youth and Community Club and New Forest Citizens Advice Bureau.
The Chairman had declared an interest in the Agenda item and left the room while discussion took place.
Lengthy discussion took place and it was decided not to include the New Forest Citizens Advice Bureau on this occasion as the other two applicants were village organisations.
RESOLVED: That £2,000 be allocated to the 1st New Forest North Lyndhurst Scout Group and £1,000 be allocated to the Lyndhurst Youth and Community Club.
It was noted that the full grant budget allocation for the financial year 2010/2011 had now been used.
