Standing Orders

Councils are required to formally adopt standing orders and financial regulations as well as to appoint a responsible financial officer.

 

1. MEETINGS

Meetings of the Council shall be held at Appletree Court (or as advised) at 7.15 pm on the second Tuesday of each month (except in August).

2. CHAIRMAN OF THE MEETING

The person presiding at a meeting may exercise all the powers and duties of the Chairman in relation to the conduct of the Meeting.

3. QUORUM

Five members shall constitute a quorum.

4. VOTING

Members shall vote by show of hands, or if at least two members request, by signed ballot.  The Chairman may give an original vote and a casting vote.

5. ORDER OF BUSINESS

At each Annual Meeting the first business shall be:-

  1. To elect a Chairman.
  2. To  receive the Chairman’s declaration of acceptance of office or, if not then received to decide when it shall be received.
  3. To decide when any declarations of office which have not been received as provided by law shall be received.
  4. To elect a Vice Chairman.
  5. To appoint school governors.
  6. To appoint Committees.

6. CHAIRMAN

At every meeting other than the Annual Meeting the first business shall be to appoint a Chairman if the Chairman and Vice Chairman be absent.

7. RESPONSIBLE FINANCIAL OFFICER

The Clerk is appointed as the Responsible Financial Officer.

8. INTERNAL AUDIT

The Council will consider how it will discharge the internal audit requirement which is laid down by the Audit Commission.

9. CONTRACTS

Where it is intended to enter into a contract exceeding £1,000 in value for the supply of goods or materials of the execution of works, the Clerk shall give at least three weeks public notice of such intention in the same manner as public notice or meetings of the Council is given.

10. PUBLIC PARTICIPATION

The Parish Council will set aside ten minutes at the beginning of each meeting for public participation.  There being no member of the public wishing to speak the meeting will commence at 7.15 pm.

11. REPORTS FROM COUNTY & DISTRICT COUNCILLORS

The Council will allow time at each meeting for the County and District Councillors to submit their reports.
