There are still 2000 families wanting accommodation in most areas of the Forest, such as Ringwood, Lymington, Pennington, Waterside and Totton, and a shortage of suitable two and three bedroom homes.
Anyone joining the scheme would be expected to lease their property to one of the council's Housing Association partners for a minimum of two years so that a local family can be given a home.
The council pays a rent which is slightly below market value and guarantees to pay that rent for the whole lease period.
Owners have to put right any normal wear and tear at their own expense at the end of the lease period but if there is any additional damage the council meets the cost of repair.
Properties and equipment have to meet normal fire and safety regulations and owners have to have their own buildings insurance.
"This is a very worthwhile scheme which gives property owners a guaranteed rent at the same time as safeguarding their investment and providing much needed homes for local people," said
Cllr Peter Greenfield, NFDC's portfolio holder for housing.
